Delaware Engineering has been assisting the Village of Port Chester (Westchester County) with the planning, permitting, design and construction of various municipal improvement projects. The existing Marina Bulkhead located along the Byram River was in need of replacement as several sections had failed and pose public safety risks.
The Byram River is a 13.9-mile waterway starting at Byram Lake in Westchester County, New York, and flowing south into Long Island Sound, regulated and monitored across state lines by the NYSDEC alongside regional partners like the U.S. Army Corps of Engineers for environmental and flood management.
Delaware Engineering was hired to coordinate (project management, grant administration, construction administration, inspection services and close-out services) the replacement of 1,600 LF of vinyl bulkhead along the shore of the Byram River. Several sections of the bulkhead had failed which caused the nearby pedestrian walkway to be closed for safety concerns.
The bulkhead is currently being replaced for a total cost of $15.3 million using a $1.2 million grant from the New York Department of State (NYSDOS) Local Waterfront Revitalization Program (LWRP). The work also includes excavation and disposal of existing fill, replacement of existing catch basins and pavement replacement.
The project involves coordination with and/or permitting by the Army Corps of Engineers (ACOE) and New York State Department of Environmental Conservation (NYSDEC).
