The City of Hudson, located in Columbia County, New York provides potable water to a population of approximately 6,700 residents with 2,400 service connections. Due to the age and condition of some of the existing watermains and services, a plan was created by the City to replace portions of the system every year.

New York’s Clean Water Infrastructure Act of 2017 amended the Public Health Law to require the Department of Health (DOH) to institute a Lead Service Line Replacement Program (LSLRP) to provide municipalities with grant funds to replace lead water service lines. Municipal eligibility was pre-determined by the Department based on criteria contained in the Act. Meeting eligibility thresholds, The City of Hudson received funding in the second round of determination.

From 2019 – 2022, Delaware Engineering worked with the City of Hudson to complete the Washington Street Watermain and Lead Service Line Replacement Project. This project included the replacement of a 100+-year-old watermain and of all lead water service piping on Washington Avenue between 5th and 6th Street.

The project was funded with a grant from NYSDOH for the replacement of lead service piping, and aligned with funding that Delaware helped to procure through NYSEFC Water Infrastructure Improvement (WIIA) Program for the watermain replacement. 

Delaware Engineering worked closely with the City to develop public outreach and assess agreements required to determine the presence of lead services in residences within the project area. Delaware provided the design, permitting, construction administration, and grant coordination for the project.
