INVITATION FOR BIDS

NOTICE IS HEREBY GIVEN that sealed bids are sought by
THE VILLAGE OF DELHI, NY
For:
WATER STORAGE TANK RECOATING
CONTRACT NO. VD1-G-19 – GENERAL

Work generally includes, but is not limited to:

Base Bid Work: (Work Areas: Water Tank off of Sheldon Drive behind the Elementary school in the Village of Delhi, NY)

 All required mobilization and demobilization required to complete the project. Provide  performance and payment bonds, insurance certificates, provide project schedules, coordination with Village Water Superintendent and Engineer.

 Recoating of the exterior of the existing 500,000 gallon (approx. dimensions 50’ Diameter x 35’ Height) water storage tank located off of Sheldon Drive, adjacent to the Delaware Academy School. Remove existing exterior lead-containing paint system (Class A Containment Required). Perform any needed repairs to tank exterior. Install new exterior paint system. Perform
disinfection of tank interior, access to tank interior to be by an existing manway. Provide acceptable disinfection test results to Engineer. Conduct work to comply with regulations pertaining to removal and disposal of materials containing lead at regulated levels.

All work to be completed and between June 30, 2019 and August 23, 2019. This coincides with period in which local school and college, which are supplied water by the Village, are not in session. Water tanks to be back online and in service by August 23, 2019. 

There are no requirements for MBE/WBE participation (i.e., 0% MBE, 0% WBE). Bidders are advised that Bonds shall be required (i.e., labor and material, and performance bonds each in the amount of 100% of the contract price and a one year maintenance bond). Insurance shall be provided by the successful bidder. Engineer’s estimate for the construction of the base bid of this project equals $180,000.

Bids will be received by the Village Clerk, Village Hall, 9 Court Street, P.O. Box 328, Delhi, NY 13753, until February 22, 2019 at 2:00 P.M., at which time they will be publicly opened and read aloud. Bidders are responsible for the timely delivery of their Bid proposals to the proper department as indicated in this “Invitation For Bids”. Bidders are advised not to rely on the Postal Service or any other mail delivery service for the timely and proper delivery of their bid
proposals.

Digital copies of the Contract Documents may be obtained online as a download for a non-refundable fee of Forty-Nine Dollars ($49.00) from the website: www.debiddocuments.com. Complete hardcopy sets of bidding documents may be obtained from REV, 330 Route 17A, Suite #2, Goshen, NY 10924, Tel: 1-877-272-0216, upon depositing the sum of One Hundred Dollars ($100.00) for each combined set of documents. Copies of the Contract Documents may also be viewed at Delaware Engineering, D.P.C., located at 55 South Main Street, Oneonta, NY 13820 (607-432-8073), on or after February 6, 2019. Addenda, if any, will be issued only to those companies whose names and addresses are on record as having obtained the Contract Documents. 

Potential Bidders are encouraged to contact Bill Brown at Delaware Engineering or Jay Decker at the Village of Delhi (see contact information below) to visit the work sites. At the bid opening, the Contractor must supply a BID  GUARANTEE of 5 percent of the TOTAL AMOUNT of the base bid submitted. See Item 6 in Instructions to Bidders. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents (see Exhibits) must be paid on this project; that the Contractor must insure that employees and applicants for employment are not  discriminated against because of their race, creed, color, religion, sex or national origin. The Contractor must also be aware that he/she must comply with all provisions of the State Wage Rates.

Bids may be held by the Owner for a period not to exceed forty-five (45) calendar days from the date of the openings of Bids for the purpose of reviewing the Bids and investigation of the qualifications of the Bidders and subsequent approval of the Bids and related documents by the Owner. Bid proposals received after the date and time specified in the Invitation shall be considered unresponsive and will be returned to the Bidder unopened.
