Village of Coxsackie WWTP/Collection System Upgrade

Work shall include but is not limited to:

Contract #1 – WWTP General Construction
This work consists of upgrades to the WWTP, including a new headworks system, new  digesters, rehabilitated aeration basins, rehabilitated and new secondary clarifiers, an upgraded RAS system, an upgraded disinfection system, miscellaneous architectural upgrades, yard piping, site work and appurtenances.
Contract #2 – WWTP & Pump Stations Electrical Construction
This work consists of the electrical work associated with upgrades to the WWTP and remote pump stations. This includes but is not limited to providing power and control wire and conduit to the various treatment equipment, new generators, and other building and site lighting.
Contract #3 – WWTP & Pump Stations HVAC Construction
This work consists of the HVAC associated with upgrades to the WWTP and remote pump stations. This includes but is not limited to providing new HVAC components to the new headworks and RAS pump building and upgrading the HVAC systems in the existing buildings.
Contract #4 – WWTP Plumbing Construction
This work consists of the plumbing work associated with the WWTP upgrade project. This includes the potable water components of the project.
Contract #6 – Sanitary Pump Stations Construction
This work consists upgrades to the West Coxsackie and Riverside Pump Stations. This includes a rebuild of both stations remote pump stations, complete with pump and control replacement,
miscellaneous architectural upgrades, yard piping, site work and appurtenances. 

A Pre-Bid conference will be held on February 28, 2019 at 1:30 PM at the Village of Coxsackie, 119 Mansion Street, Coxsackie NY, 12051. Bidding contractors are strongly encouraged to have an authorized representative of their firm present at this meeting. 

Contract Documents, including Advertisement for Bids, Information for Bidders, Labor and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, Contract Drawings and any Addenda, may be examined at no expense on line at the following website: under ‘public projects’, or at the office of Delaware Engineering, D.P.C., 28 Madison Ave Extension Albany NY, 12203. Digital copies of the Contract Documents may be obtained online as a download for a non-refundable fee of Forty-Nine Dollars ($49.00) from the website:  under ‘public projects.’ Complete hardcopy sets of bidding documents may be obtained from REV, 330 Route 17A, Suite #2, Goshen, NY 10924, Tel: 1-877-272-0216, upon depositing the sum of One Hundred and fifty Dollars ($150.00) for each set of documents. Checks or money orders shall be made payable to Delaware Engineering, D.P.C. Cash deposits will not be accepted. Any Bidder requiring documents to be shipped shall make arrangements with REV and pay for all packaging and shipping costs. Any Bidder who submitted completed Bid Forms to the Village of Coxsackie, upon returning such set in good condition within thirty days following the award of the contract or rejection of the bids, will be refunded their full payment. Deposits will not be refunded to any non-bidder (including material suppliers, subcontractors, or those that provide quotes to Bidders). All Bidders are urged to register to ensure receipt of all necessary information including bid addenda. All bid addenda will be transmitted to registered plan holders via email and will be available at Plan holders who have paid for hard copies of the bid documents will need to make the determination if hard copies of the addenda are required for their use, and coordinate directly with REV for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the bid addenda. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Village of Coxsackie prior to incorporation into the work of the Contract. The Owner reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation, and to select the Bid, the acceptance of which, in its judgment, will best assure the efficient performance of the work.
